According to Singapore Street Names: A Study of Toponymics, there is some dispute on the origin of Keng Chin Road

One view is that this road is named after Lim Keng Chin, who eldest son is Lim Bang Inn who bought land at 3.5 ms Bukit Timah Road, built houses there and named it after his father.   

Keng Chin Road was popularly associated with Chia Keng Chin, a partner of Ann Lock & Company
